Job Description: |
To ensure compliance with governmental, donor, internal and good practice
Tasks & responsibilities
- Monitor and facilitate compliance of programs with donor, AAH, governmental and other commitments and requirements, including program progress and adherence to objectives.
- Collaborate with management team to ensure that AAH is aware of donors compliance requirements
- Ensure strict implementation and adherence of the policies with the purpose to assure compliance and mitigation the risk and guarantees that all policies and procedures are in place
- Keep up to date compliance of the donors and its proper dissemination
- Define SOP for program and support function as per donor and organizational requirement.
- SCC wil coordinate, gather and facilitate Partners to ensure compliance with the EU/donor guidelines.Develop internal controls and policies designed to ensure that all compliance needs are met
- Arrange the sessions to orient on EU/Donors rules for AAH and its partners.
- Conduct the grant audits of the partner of the to make sure that compliance of donors is fulfilled
- Develop, maintain and review Compliance SOPs and tools
- Maintain and implement a compliance work plan
- Serve as an institutional resource on grant compliance, participate in the review of new funding opportunities, inform relevant aspects of proposal/revision development (including correct use of formats), regularly review compliance including flexibility, and provide critical feedback on institutional eligibility and risk
- Conduct periodic reviews or audits to ensure that compliance procedures are followed
- Liaises With Partners staff (Finance, Grant and Audit).
Objective 2
To streamline and strengthen archiving across the partners
Tasks & responsibilities
- The role will incorporate significant responsibilities in proposal budget development, budget monitoring and compliance assurance of grants.
- Experience managing multiple awards in a fast-paced environment
- Maintain compliance and reporting, including outcome measurement taking responsibility for meeting high standards of effectiveness, timeliness, and completeness.
- Analyse and review partner report and internal control and offer advice for better complainces.
- Review partners report as per donor compliances and work plan once validated it will be further disseminated for consolidation, BFU review etc.
- Build a good rapport and relations with our partners.
- Develop and maintain Archiving SOPs as per donor’s requirements.
- Work with Program, Grants, Logistic, HR and Finance departments to streamline and maintain a single, accurate institutional database of grants, contracts, and cooperative agreements
- Ensure proper filing and archiving of all AAH mission documents (Grants, Program, Logistic, HR and Finance, etc.)
- Ensure proper filing of grants vouchers (review hard documents, review archiving process with the Finance Operators, etc)
- Coordinate with all departments and field offices on Archiving of documents
- Supervise archiving staff and functions across the mission
- Visit the field bases regularly, provide recommendations and follow up on observations made

To facilitate regular internal reviews of progress and accountability

- Set in place a system to track key performance indicators of all departments
- Conduct internal reviews and/or investigations as requested.

- Ensure expenditures are in line with the donor budget-line, analyze discrepancy between budget and actual and put in place corrective measures
- Prepare and act as a focal point in case of internal and external audits for grants
- Conducts risk assessments and identifies controls in place to mitigate identified risks, Identifies control gaps and opportunities for improvement
- Perform audit procedures to verify that controls are operating through testing and interviewing techniques
- Provides advice on internal control and participates in enhancing internal audit standards and practices within AAH Pakistan Mission
Objective 5 (Gender)
To ensure inclusion across programming and within/by the team

- Ensure inclusion within programme planning, implementation and reporting;

POSITION REQUIREMENTS
- Master's degree in relevant field. Minimum 10 years of overall experience with 05 years in relevant management role in development sector OR Bachelor's degree in relevant field with minimum 12 years overall expereince with 06 years in relevant management role in development sector
- Good written and verbal communication in English;
- Nutrition specific or public health qualification;
- Experience working in nutrition specific or public health roles;
- Experience working within complex matrix based organizational structures;
- Strong networking skills;
- Excellent interpersonal skills
- Good resource and time management skills
- Supervisory and managerial skills with proven ability to manage a demanding workload
- Computer literate, knowledge of MS Word and Excel required
- Willingness to travel frequently
