Job Description:

Purpose of the role

Ensure technical excellence in programme implementation and planning for PINS ER2. Provide leadership, technical support, and input in development of strategies, tools and program implementation.

Act as head of sub-base and work with all departments to align programme implementation with technical input.

Create liaison with partners, govt. line departments, and other stakeholders for smooth programme implementation.

  Job Profile

  • University degree in health, public health, human nutrition, public health policy, international sustainability management or other relevant field.
  • Minimum nine (9) years of overall experience with 7 years in the development sector on senior management level.
  • Significant experience managing large-scale, multi-year EU/US government-funded programs, particularly those related to nutrition/CMAM programs.
  • With a strong track record of successfully managing international funded programs including previously serving in a Senior Management role in Pakistan or Internationally.
  • Demonstrated ability to implement projects with rigorous timelines and deliverables and to track program quality through donor approved monitoring and evaluation systems.
  • Experience working and collaborating with diverse sets of stakeholders, such as local NGOs, government officials, donor representatives, local and international staff.
  • Excellent English oral and written communication skills.
  • Proficiency in Microsoft Office suite, including Word, Excel and Outlook.

Shared accountabilities:

  • Develop and ensure an efficient internal coordination and accountability mechanism for all program departments.
  • Ensure programme implementation, monitoring/spot checking and reporting in target districts is in alignment with validated technical input for the OTP sites, NSCs and outreach activities.
  • Provide input in program strategies, ToRs and contracts, such as IM strategy, communication and visibility strategy, procurement ToRs and service contracts of NSCs, and approve final versions.
  • Ensure efficiency of supply chain and distribution, as well as reconciliation of supplies and caseload for all target districts and partners.
  • Provide technical support to partner organizations through development of PINS technical strategies, capacity building and supervision of partners.
  • Ensure a strong partnership coordination mechanism to ensure regular coordination in target districts and reporting and compliance from partners.
  • Ensure institution of an effective information system (paper and computer based) for accurate data recording.
  • Ensure regular monthly, quarterly, annual and ad hoc reporting to ACF Isb, HQ, donor and other stakeholders.
  • Regular review of programme data, achievements and challenges to plan research studies and evidence based learning.
  • Facilitate donor and other stakeholder field visits and ensure representation of PINS ER2 in District and selected Provincial level forums, i.e., partners, government, other organizations and forums related to nutrition interventions.
  • Supervision and team management of program team, including recruitment and performance management.
  • Develop and implement programme exit strategy.
